Cost and performance evaluation by multiple criteria ranking methods in the health care system
Abstract
The main objective of our study was to evaluate several quantitative criteria for medical facilities in order to obtain the “best unit”, thus placing them in a hierarchy. Performance and cost evaluation in the health care system is based on the general standard for the quantification of costs and revenues of medical care units. This involves the analysis of the following financial indicators: the implementation of the budget, the income of the health facility, the service fees, the personnel and medication expenses, the capital expenditures, the average cost per hospitalization day.
The multi-criteria analysis allows a rigorous classification of health units, based on the evaluation of management indicators and establishes a more accurate validation of their activity than merely the quantitative criteria used in health care in Romania at this time. The application of these methods allows both general and particular case comparative analysis: comparison between the same profile units or between different years to evaluate the dynamics of management performance.
